Confirmed: Malaysia to Buy Multirole Support Ships

Multirole Support Ships (MSS) will soon be helping to safeguard Malaysian waters, said naval chief Ahmad Kamarulzaman Ahmad Badaruddin.

He confirmed the decision of the government to acquire the MRSS after being informed by Defence Minister Hishammuddin Hussein, and referred to his tweet, which read: “#15to5 on track! #LMS (Littoral Mission Ships) ready to go #MRSS next. Thank you Sir! @HishammuddinH2O.”

The Royal Malaysian Navy is reducing its fleet from 15 to five classes of vessels. Old ships which are too expensive to maintain are being retired and sold, with the money used to buy new vessels.

Last Thursday, after a retreat in Subang Jaya to discuss with armed forces brass the future directions of the ministry, Hishammuddin told reporters that new assets must be purchased by 2020.

"I just want the best assets for the country and I want the best assets for the military. That is my duty as the Defence Minister," he said.

Ahmad Kamarulzaman did not say how many MRSS would be bought, but the RMN is to have 18 LMS and six Littoral Combat Ships.

The LCS are equipped with four-dimensional warfare capabilities against electronic, air, surface and underwater threats integrated with state-of-the-art systems.

The LCS, estimated to be worth RM9 billion, will also be equipped with stealth capability which reduces radar reflection to minimise visibility and detection. The ships,
to be built by Malaysia's Boustead Naval Shipyard in Indonesia, will also be capable of rapid launch and recovery of boats.

The LMS will be developed in China in a joint venture between Boustead and China Shipbuilding & Offshore International Co Ltd.

The missile-carrying patrol vessels, equipped with a helicopter deck, are usually used in patrolling the coastal lines and search and rescue missions. They are expected to
cost not more than RM250 million each.

  1. Sudah dipasti malaysia beli MSS dari PT.PAL. Pertanyaannya berapa unit yang mau di beli ?
    Kalau kita baca di berbagai blok pesanan Malaysia lebih besar dan lebih canggih dari yang pernah di bikin PAL untuk TNI maupun Philippine .Masalahnya Malaysia lagi menghadapi kesulitan ekonomi saat ini . Tapi ada berita baik harga minyak mentah dunia akan kembali naik ketingkat wajar karena negara -negara peng export minyak sudah sepakat mengurangi produksi minyak .Akibatnya pendapatan Malaysia akan ikut naik ,seperti yang kita tahu sumber penghasilan utama Malaysia adalah minyak mentah . Dengan naiknya harga minyak bumi maka otomatis harga karet alam juga ikut naik karena harga karet sintetis yang berasal dari kilang minyak bumi juga akan naik . Malaysia sebagai mana Indonesia juga penghasil karet utama dunia.

    11. songlap is like paying more than usual and the extra money were taken by the government official. it happen in every country so not really exclusive to malaysia only. however, sometimes the stupid politician compare the cost to buy x thing with y thing which is obviously stupid. for example, they compared the price of the lcs(gowind class) with the gdp class of the pn and the clueless citizen just believe them blindly. i mean how can you compare the price between a 21st century design ship with a secondhand 50s design ship of different class. of course, i agree that the lcs cost too much eventhough its armament is just slightly better than the pkr 10514 but what do i know. maybe the system inside and transfer of technology made the rise in price.

    5. I don't know if you know this, but the Malaysian government has already signed a MOU with PT PAL a few years back. The MOU states a requirement of a couple MRSS ships based on the Makassar class of the TNI. Sure it's not a LOU or LOI, etc. So when the Malaysian Government has the funds, they will buy the ships (However, I will acknowledge there is a small chance the deal will never go through in the first place).       I suggest reading again the site, the MOU is only between PT PAL and Boustead, thats only a company-to-company MOU. Its not a company-to-government MOU. The MOU only states the Boustead will promote the ship locally and will co-operate with PT PAL if the design is chosen.

      I agree, the MOU is only between company to-company. However, with the current state of the Malaysian economy and also to ensure that the RMN's 15to5 plan makes progress. There is a high chance that the government will strike a deal with PT PAL for the MRSS. It's very likely that whatever stated in the MOU will go through. The MOU actually did state the type and estimated number of ships that will be sold. Yes, I admit just a single tweet does not mean that the deal has been struck. But it does mean that the MRSS choosen by the RMN will be the Makassar Class LPD as there is no other cheaper alternative at the moment.

  3. Malaysia should buy 'downsize' version of DOKDO LPD from South Korea OR improve ver. of 'San Giorgio' class from Italy (the same one bought by Alerian Navy).

    Both are proven design, can carry/accommodate bigger helicopter like Chinook, thanks to large Helicopter deck/landing area!

    3. Two ex-Russia bought by Egypt are too big for Malaysia. also not wise to have very big LPD without protection from Air Defence Frigate, which are definitely more expensive than Mistrals and beyond Malaysia financial means!

      But Malaysia could negotiate to buy 1 or 2 Italian Navy 'San Giorgio' class who soon will be replaced by brand new LHD 21,000 tonne class LHD. The Italian Navy already invited many navies to have a look at their current vessels (for sale of course) as Italian already busy inducting new generation warships in their fleets!

I mean yeah sure the San Giorgio class is more advanced but it's basically more Mistral like than Makassar like. Which is a complete 180 degree turn from your argument against buying Mistrals because they're "too big" and "need to be protected by Anti Air Frigates".

      I'd rather buy brand new Makassar class or a more adcanced derivative even if it's neither fancy nor western made. It's cheaper, it has a longer range/endurance and the sea lift capacity is almost the same (M: 40 IFV vs SG: 36 tracked troop carrier or 33 medium tanks). It makes more sense if Malaysia has a limited budget. Buying second hand ships means costly maintenance because of the age of the ship itself.

    5. i have to agree with anonymous. the makassar can fulfill the task rmn want to use it for. why waste money buying second hand ship that is expensive to maintain when there are cheaper alternative. the rmn chief himself said he want to retire old ship as they are maintainance extensive and cost a lot to operate. there's no way in hell he will agree to buy a secondhand ship of that size.

    6. RMN obviously professional enough to decide what best for them, as long as there is no political pressure/interfere with MAF requirement as happened with the utterly stupid decisions to purchased 'brand new' yet useless Mig-29 and overprice Lekiu Frigates!

      Since Najib regime clearly run out of monies to buy brand new ships i.e Makasar LPD, buying/upgrading 2nd hand yet proven design warships with NATO standards like San Giorgio still very much a viable options.
      The fact that RMN already operate Italian origin vessels with Italian made BMS, Radar, Fire Control and weapons will fit nicely to RMN training regimes. Also San Giorgio flight decks far more bigger/wider than Makasar as its allow friendly country with bigger copter/planes like Chinook/MV-22 Osprey to roam and land there, which is vital during international humanitarian & disaster missions, compare to Makasar very limited flight deck spaces.

      Kalau RMN mau deck besar tinggal pesan sesuai keinginan .Pal pasti akan mengikuti kemauan costumer ,masalahnya semakin besar tentu semakin mahal .Kalau RMN mau mengeluarkan uang lebih pasti akan bisa di wujudkan .
      PAL berhasil mengalahkan beberapa galangan kapal ternama dunia dalam perebutan kontrak SSV Philippine karena mampu memenuhi keinginan Philippine .

  5. Why not choosing from PT PAL. We should learn from something from our neighbour. Budget is the main issue now. Get knowledge to build one first and later on who knows we might design and build ourselves. No point opting expensive design or model but cracking head to maintain. Remember, maintenance is real deal later on.

  9. it would be a good decision to buy vessels from PT PAL, we should support our neighbours and buy from them and learn a thing or two from them. We should even consider ST Marines as it is a very capable ship builder.

    1. i know they can built it but the fact remain that they have never built an lhd or any warship of that size. i would not want my country to be the test subject of something that might not even be possible to be built by pt pal. better buy an upgrade version of makassar class or endurance class. heck, i would prefer the chinese lpd more than a 50000 ton lhd than have never been built.

    2. Agreed with luqman. Malaysia have a very limited budget on defence sector so it would be too risky for us to buy new design that have not been build and tested. Dont get me wrong because I am not trying to undermine PT PAL capabability. In terms of experiences I think PT PAL is much better than BNS. Just my 2 cents. I stand to be corrected.

  15. PT PAL's Makassar class will surely suit the budget of RMN. It has been performing well so far for PN except for the collision incident. I have reason to believe that PN is very satisfied at how it is performing and fulfilling its duties right now. Plus PT PAL delivers on time.

  18. despite of all the uncertainty of funding with RMN 15 to 5 class of ship program, i still think reducing the type rating used is a great idea. I seriously think that TNI-AL should do the same. Our equipment type rating is merrier than ever.
