PH Eyes Israeli Drones to Assist Ground Troops

State-of-the-art drones or unmanned aerial vehicles will soon be dotting the skies of the Philippines with President Rodrigo Duterte announcing that he would accept the offer of UAVs made by Israeli defense manufacturer Elbit Systems. In a press conference held at the House of Representatives shortly after his second State-of-the-Nation Address, Duterte said he was earlier offered two high altitude UAVs that could fly beyond the reach of bullets and survey the ground beneath, acting as the eyes in the sky of ground troops and police forces as they come into the battlefield.  

He said that the troops will now be able to study the high definition reconnaissance images provided by the high flying drones before they leave their camps to patrol.

The president was referring to the two UAVs that was demonstrated to the Armed Forces of the Philippines and the Philippine National Police by Elbit Systems in Lipa City, Batangas and offered in a government-to-government procurement arrangement with Israel.  The two UAVs, a Hermes 900 and a smaller Hermes 450, are cutting edge military drones that are technologically on par with, or even better than, US military drones such as the Predator and Global Hawk.

The Hermes 900 has a remarkable flight endurance of 72 hours—or three full days in the air—and can carry various military payloads, including high definition thermal imaging devices that can scan and detect any enemy presence 24/7, day and night and even in inclement weather.  These can provide unparalleled battlefield awareness and eliminate the possibility of ambushes, as well as allow quick and well-informed reaction for reinforcing and responding forces.


The high-tech UAV can also perform laser designating for high-precision smart ammunition, allowing pin-point air and artillery strikes and eliminating the possibility of ‘friendly-fire’ casualties or collateral damage similar to what happened at different stages in the Marawi conflict.

Israel has been the pioneer in military drones and the Israel Defense Forces has been using them extensively over the decades, which explains the renowned accuracy of their precision strikes and their relatively few casualties (compared to their enemies) in recent battles and skirmishes.  

In fact, the highly reliable Hermes 450 accounted for a noteworthy 52 percent of the flight hours of the Israeli Air Force in 2016. Together with the bigger Hermes 900, the two account for about 70 percent flight hours of the Israeli Air Force. For unmanned flight hours of the Israeli Air Force, the two easily chalks 80 percent to 85 percent.

The president said that he wants to buy more of these high-altitude drones as part of the AFP modernization even as he prepares the Armed Forces for war footing vs. terrorists and the communists.

The UAVs are expected to prevent large scale losses of police and military armed personnel and could easily turn the tides of war  in favor of the government. (ManilaStandard)


PH to acquire 4 Israeli unmanned aerial vehicles

The Philippine Air Force is acquiring four Elbit Systems Hermes 900 Kochav (Star) unmanned aerial vehicle (UAV) under the Revised Armed Forces of the Philippines (AFP) Modernization Program Second Horizon, this was confirmed by defense observer and analyst MaxDefense Philippines in an article dated August 8.


Hermes 900 is a next-generation multi-role medium altitude long endurance (MALE) unmanned aerial system (UAS). It is capable of performing missions for area dominance and persistent intelligence, surveillance, target acquisition and reconnaissance also known as ISTAR, Elbit said.

Hermes 900 has a max speed of 220 km/h, cruise speed: 112 km/h, 36 hours endurance, and service ceiling of 9,100 m (30,000 ft).

MaxDefense said the project named as PAF Unmanned Aerial Vehicle acquisition has an approved budget for contract (ABC) worth PHP8.47 billion.

“Four UAVs are to be acquired under Horizon 2 phase, and it appears that based on the quantity and ABC, each complete set of Hermes 900 including the undetermined sensors package, integrated logistics support (ILS), training, support equipment and other ancillaries will cost around Php 2.12 billion (US$41.93 million) each,” MaxDefense said.


It added that the acquisition will be through government-to-government contract with Israel, which means no bidding will be conducted. See full article Update

    2. Anak. We are supporting Indonesian military industry. We are scheduled to procure 2 more SSVs and 7 NC 212i on the 2nd horizon. Plus the Philippine Army will have a separate UAV procurement also on the 2nd Horizon, who knows they might consider the Indonesian made UAVs. Hermes 900 is a Phil. Air Force prroject.

    3. anak i am not the one who will decide what drone will be purchased. there are many high ranking officials in the AFP already give a nod on this Israeli drone and most importantly Pres Duterte liked Israeli drone. according to the source there will be no more bidding on this an the contract will be sign this year

  3. Congrats to the Phillippines. Just be sure to take good care of the drones if confirmed. Other than that the article has a little bit of wrong info.

    1. Areas to correct. Hermes 900 is a MALE Uav not a HALE Uav. A hale UAV would need a jet engine or a very big size drone ca0able of carrying lots of fuel or runs on solar energy like airbus zephyr. The hermes have an endurance of 36 hrs. Whether the 36hrs refer to operational or not is uncertain as in real time operational scenarios u may not plot a course for the UAV to fly to the designated mission by the fastest way basically a straight line flight path as u will be avoiding obstacles like SAMs or perhaps unforseen weather circumstances also ooerational missions the drone will be carrying a payload of equipments for certain missions which adds on weight.

    1. Singapore uses the hermes 450. However for the MALE role we selected the IAI heron 1 UAV than the hermes 900. I'm sure defence planners did compare both afterall both are of israeli origin.

  19. Philippines is different now Ben way back a years ago. They have a tough President and has word of honor.Maxdefense of manila is an anti government based on other Philippines site and he is not a reliable source. Singapore can also buy if they want as Philippines and never underestimate the capability of others. If it could, philippine s would have a powerful UAV in the region

    1. You sure? I find max defence professional. They do not really pick on the govt. They criticise whatever they feels compromise the security of their country and talks about military developments. I can tell how much they love their country. They are not anti govt. Perhaps what they do is question. Yes the president is tough and that is good for a country facing challenges. I believe what max defence does not like is the perhaps the lean towards china. Of course im not saying that your govt is gonna side china. No but to others including me i can see that the president is leaning towards china. There is no right or wrong. However of i was a philippino i would not like it that lean esp if i am a patriot. Why? China has been doing things that are infriendly. South china sea has a lot of things going on. Im sure you know as well. So that is perhaps what some do not like. I mean thats a normal reaction. Here china is chasing the fishermen claiming islands and occupy and reclaim it. Does not sound nice and then u want to buy things from them and be good friends. Seems rather awkward. Of course people will speculate that china will do this such that phillippines wont mind the islands being taken with all the economoc investments. True or not i do not know. K8kk just asking are u a from phillippines? If so as a citizen what do u think on this stance by the govt? If not a citizen of phillippines i would like to hear as well from a 3rd person perspective on your take?
